ऐन तर्जुमा गर्ने तर तिनको व्यावहारिक कार्यान्वयन नगर्ने प्रवृत्तिले एकातिर कतिपय कानुन नै निष्क्रियप्रायः छन् भने अर्कोतिर कानुन नमाने पनि हुन्छ भन्ने सन्देश प्रवाह भइरहेको छ । कृषि, स्वास्थ्य, शिक्षा, भूमि, गृह लगायतका मन्त्रालयले कार्यान्वयन गर्नुपर्ने दर्जनौँ ऐन निष्क्रिय छन् ।
खाद्य ऐन २०२३, दाना पदार्थ ऐन २०३३, पशु स्वास्थ्य तथा पशु सेवा ऐन र पशु बधुशाला तथा मासु जाँच ऐन २०५५ लगायत कृषि मन्त्रालयले हालसम्म ५६ वटा ऐन तर्जुमा गरेको छ । यी ऐन अन्तर्गत रहेर मन्त्रालयले नियमवाली, नियम, कार्यविधि र नीति गरी २ सयभन्दा बढी शाखा कानुन समेत तर्जुमा गरेको छ । त्यस्तै स्वास्थ्य मन्त्रालयले मानव शरीरको अङ्ग प्रत्यारेापण सम्बन्धी ऐन, जनस्वास्थ्य सम्बन्धी ऐन, सुरक्षित मातृत्व तथा प्रजनन् सम्बन्धी ऐन र शिक्षा मन्त्रालयले छात्रवृत्ति सम्बन्धी ऐन, अनिवार्य तथा निशुल्क शिक्षा ऐन लगायतका २६/२६ वटा ऐन तर्जुमा गरेका छन् । त्यस्तै भूमि, गृह, श्रम र भौतिक पूर्वाधार मन्त्रालयले पनि दर्जनौँ ऐन र तीअन्तर्गतका नियमावली तर्जुमा गरेका छन् । तर अधिकांश मन्त्रालयले तय गरेका आधाभन्दा बढी ऐन नियमवालीहरू निष्क्रिय जस्तै छन् । राष्ट्रियसभा अन्तर्गतको विधायन व्यवस्थापन समितिले गरेको प्रारम्भिक अध्ययनले विद्यमान ४ सय ऐनमध्ये आधाभन्दा बढी मृतप्रायः रहेको तथ्य उजागर गरेको हो ।
भूमि सम्बन्धी ऐनको छैठौँ र सातौँ संशोधनमार्फत् गर्ने भनिएका विषय ऐनको आठौं संशोधनसम्म पनि सम्बोधन हुन सकेका छैनन् । प्रमाणीकरण भएकै दिनदेखि लागू हुनुपर्ने ऐनहरू वर्षौँसम्म पनि कार्यान्वयन नहुँदा ती ऐनको औचित्यमाथि नै प्रश्न उठिरहेको छ ।
धेरै कानून बनाएर निष्क्रिय राख्नुभन्दा आवश्यक कानून मात्र तर्जुमा गरी प्रभावकारी कार्यान्वयनमा सरकारले ध्यान दिनुपर्छ ।
